The Himachal Pradesh Electricity Regulatory Commission (HPERC) on July 4, 2024, issued the Draft HPERC (Levy and Collection of Fees and Charges by State Load Despatch Centre) (Third Amendment) Regulations 2024, to further amend the HPERC (Levy and Collection of Fees and Charges by State Load Despatch Centre) Regulations, 2011.
The amendments proposed under the draft regulations are as follows,
- The return on equity under regulation 20, which has been computed on the equity determined and on pre-tax basis at the rate of 15.5% is now reduced to 14.5% .
- With regard to the above mentioned pre-tax rate, a new illustration has been substituted under Regulation 20 of the said draft.
- Appendix-II – ‘Depreciation Schedule’ which determines the list of assets and the depreciation rate of each of the assets has been amended and a revised Depreciation rate has been fixed.
- The application fee of the users for registering themselves with the State Load Despatch Centre has been increased from Rs. 1 lakh to Rs. 3 lakhs and the existing sub regulation (3) of regulation 27 has been omitted.
Any objections or suggestions on the proposed draft shall be addressed to the Secretary, Himachal Pradesh Electricity Regulatory Commission, Vidyut Aayog Bhawan, Block-37, SDA Complex, Kasumpti-171009 (H.P.) on or before 3rd August, 2024.
