The Ministry of Statistics & Programme Implementation (MoSPI) has released draft rules for the Collection of Statistics Act, 2023. These draft rules aim to streamline the process of data collection by government departments while ensuring the privacy of individuals.
Key Provisions of the Draft Rules
The Central and State Governments will designate nodal officers to coordinate statistical activities and avoid duplication in data collection.
Before issuing directions for data collection, government departments must consult the respective nodal officers.
Individuals are obligated to provide information upon request from authorized statistics officers. This includes access to relevant records and documents.
The draft rules emphasize the importance of data protection. Agencies collecting statistics must take measures to ensure information is secure and used only for the intended purposes.
Statistics officers have the right to enter the premises of informants during designated hours for data collection purposes.
The draft rules outline the process for handling alleged violations of the Act. This includes issuance of show-cause notices and potential penalties.
The MoSPI invites public feedback on the draft rules to ensure their effectiveness and compliance with data privacy regulations. The public has 30 days from the date of publication to submit objections or suggestions on the draft rules.
The final rules will be implemented after considering public comments and making necessary revisions.
The newly proposed draft rules aim to establish a more efficient and transparent statistical system in India.
