The Arunachal Pradesh State Electricity Regulatory Commission issued a draft notification on 25th January, 2023 regarding the regulations for determining the renewable energy tariff. It sets out the regulations for various types of renewable energy projects, including small hydro, solar PV, wind power, biogas, municipal solid waste (MSW), and refuse derived fuel (RDF) based power projects, as well as renewable hybrid energy and renewable energy with storage projects. The regulations cover aspects such as eligibility criteria, generic tariff determination, project-specific tariff determination, financial principles, and miscellaneous provisions.
The draft notification sets out specific details for each type of renewable energy project, such as capital costs, capacity utilization factors, auxiliary consumption, operation and maintenance expenses, fuel costs, and tariff computation. It also provides templates for levelised tariff computation for small hydro, solar PV, wind power, biogas, MSW, and RDF projects, outlining the various components such as fixed costs, variable costs, and the calculation of levelized tariff for each type of renewable energy project.
Furthermore, the notification emphasizes the importance of adhering to financial principles such as debt-equity ratio, loan tenure, interest on working capital, depreciation, return on equity, and statutory charges. It also includes provisions for rebate, late payment surcharge, and the treatment for over-generation, alongside the Commission’s power to relax, remove difficulties, and amend the regulations.
The Arunachal Pradesh State Electricity Regulatory Commission then issued a public notice in regards to the Draft Regulations that the interested parties can send their comments or suggestions or objections to the Draft Regulations till 15th February, 2024 to the Arunachal Pradesh State Electricity Regulatory Commission official address or on the official email address of the Commission.
