Department of Health Research mandates Registration of Ethics Committees for Medical and Health Research

The National Medical Commission (NMC) has announced that the Department of Health Research (DHR) has informed that all Ethics Committees associated with Medical and Health Research involving human participants must be registered with the department. This notice was issued on 12th June, 2023.

This requirement is in accordance with the New Drug and Medicine Trial Rules 2019, which were notified on March 19, 2019. The move aims to streamline the application and registration process for such committees.

In a recent communication, the Secretary of the DHR and the Director General of the Indian Council of Medical Research (DGICMR) issued a letter dated: 7th June, 2023 informing the NMC of the requirement of registration of ethics committees conducting or intending to conduct biomedical and health research, involving human participants. This letter also includes a state-wise list of institutes registered with NMC, whose ethics committees are not yet registered with DHR.

The NMC has therefore directed that all medical colleges and postgraduate institutes to promptly initiate the registration process for their respective Ethics Committees.
