Delhi’s air quality has taken a sharp turn for the worse, prompting the Commission for Air Quality Management (CAQM) to invoke Stage-III of the Graded Response Action Plan (GRAP) with immediate effect. This press release was issued on January 9, 2025.
This invocation comes after the city’s average Air Quality Index (AQI) crossed the ‘severe’ mark of 350 on Thursday, January 9th, 2025. AQI has risen sharply from 297 on January 8th to 357 on January 9th.
Unfavorable weather conditions, including calm winds and fog, are contributing to the worsening air quality.
Stage-III GRAP actions target construction activities, vehicle restrictions, school operations, and government office timings. Citizens are urged to minimize travel, use public transport, and avoid open burning of waste.
Stricter Measures Implemented
The Sub-Committee on GRAP reviewed the situation and forecasts, noting the high likelihood of the AQI remaining in the ‘severe’ range for several days. To combat this, a 9-point action plan under Stage-III GRAP has been implemented across the entire National Capital Region (NCR).
Construction Restrictions
A complete ban has been placed on specific construction and demolition activities that generate excessive dust, such as earthwork, bricklaying, and major welding.
Other construction activities can continue only if they strictly adhere to dust prevention and control norms. Certain critical projects, like those related to national security, healthcare, and public infrastructure, are exempt with stringent dust control measures.
Vehicle Restrictions
Strict restrictions have been imposed on BS-III petrol and BS-IV diesel four-wheelers in Delhi and adjoining districts. Exemptions are made for people with disabilities and essential service vehicles.
Delhi-registered BS-IV and below diesel medium goods vehicles (MGVs) are prohibited from operating in Delhi, except for those carrying essential supplies.
Entry of BS-IV and below diesel light commercial vehicles (LCVs) from outside Delhi is restricted, with exceptions for essential goods.
School Operations and Government Timings
NCR governments are mandated to conduct classes for children up to Class V in a “hybrid” mode, combining online and physical attendance, to minimize student exposure to pollution.
Staggering office timings for government offices and municipal bodies in Delhi and NCR districts is encouraged to reduce traffic congestion.
Citizen Cooperation Crucial
CAQM has appealed to NCR residents for their cooperation in implementing GRAP measures and following the Citizen Charter guidelines. This includes:
- Opting for walking, cycling, or public transport for short trips.
- Carpooling or using shared rides whenever possible.
- Working from home if work allows.
- Avoiding the use of coal and wood for heating purposes.
- Combining errands to minimize trips.
