Today, Delhi grapples with a severe deterioration in air quality, as reflected in the daily Air Quality Index (AQI) bulletin issued by the Central Pollution Control Board (CPCB), registering an alarming 409. In response to the sudden decline, the Sub-Committee for operationalization of the Graded Response Action Plan (GRAP) convened an emergency meeting. A press release on this bulletin was issued by the Ministry of Environment, Forest and Climate Change (MOEFCC) on December 22, 2023.
The Sub-Committee, after a comprehensive review of the overall air quality scenario, meteorological forecasts, and the rising AQI, observed an unwavering increase throughout the day. At 10:05 AM, the average AQI stood at 397, escalating to 405 by 03:05 PM. Unfavorable meteorological conditions, including fog, hazy conditions, and low wind speed, are identified as the primary factors contributing to this spike.
In a bid to prevent further deterioration and address the escalating pollution levels, the Sub-Committee has decided to re-invoke all actions under Stage-III of GRAP. This is in addition to the restrictive measures already in force under Stage-I and Stage-II of GRAP across the National Capital Region (NCR).
The 8-point action plan under Stage-III of GRAP, effective immediately, includes:
- Intensifying mechanized/vacuum-based sweeping of roads.
- Daily water sprinkling with dust suppressants before peak traffic hours, especially on roads, hotspots, and heavy traffic corridors.
- Enhancing public transport services with differential rates to encourage off-peak travel.
- Implementing a strict ban on most construction and demolition activities in the entire NCR, with specific exemptions for essential projects.
- Closing down operations of stone crushers and halting all mining and associated activities in NCR.
- Imposing restrictions on plying of certain vehicles in designated areas.
- Considering discontinuation of physical classes in schools for children up to Class V and conducting classes online.
- Urging citizens to cooperate with GRAP measures and follow guidelines outlined in the Citizen Charter.
The Sub-Committee emphasizes the importance of collective efforts to mitigate the impact of deteriorating air quality and appeals to citizens to adopt cleaner commuting options, work from home where possible, and minimize activities contributing to pollution.
