Deadline Extended for Comments on Power Procurement Guidelines Amendment

The Ministry of Power (MoP) has announced an extension of the deadline for stakeholders to submit comments on the draft amendments to the Guidelines for Tariff Based Competitive Bidding Process for Procurement of Power. The new deadline is Saturday, November 24, 2024.

What’s the Amendment About?

It may be recalled that MoP had announced the draft amendments by a notification dated October 25, 2024. This original notification provided a deadline of November 15, 2024 by which stakeholders were requested to submit their comments. Now, by the present notification, MoP has extended this deadline.

The proposed amendment aims to modify the guidelines for procuring power from various renewable energy sources through a tariff-based competitive bidding process. These sources include:

  1. Solar Power Projects
  2. Wind Power Projects
  3. Wind-Solar Hybrid Projects
  4. Grid-connected Renewable Energy Power Projects with Energy Storage Systems

The draft amendment proposes that the Request for Proposals (RfS) now specify sub-stations within the Integrated National Transmission System (ISTS) or Intra-State Transmission System (InSTS) where developers need to connect their projects. The minimum availability period for a generator (renewable energy project) to meet its supply obligation may be reduced from 3 consecutive years to a period specified in the RfS.

Additionally, the standard PPA period for renewable energy projects is proposed to be reduced from 20 years to 15 years.

Stakeholders are encouraged to submit their feedback on the draft amendment electronically to nre.section-mop@gov.in by the extended deadline.
