The Lieutenant Governor of New Delhi, through the Department of Women and Child Development, issued a Notification on the 19th of October 2023, for the establishment of the Juvenile Justice Board-VII.
This board has been in operation since the 3rd of June 2023, with the authority to exercise powers and perform functions related to children in conflict with the law within the National Capital Territory of Delhi.
The Juvenile Justice Board-VII comprises a Metropolitan Magistrate or a Judicial Magistrate of the first class, excluding the Chief Metropolitan Magistrate or Chief Judicial Magistrate, with a minimum of three years of experience. Additionally, it includes two social workers selected as per the prescribed guidelines, with at least one of them being a woman. These members collectively form a Bench responsible for addressing cases involving children in conflict with the law.
Each district-specific Board has the exclusive jurisdiction to handle all proceedings concerning children within its territorial authority. The primary role of the Board is to safeguard the rights of the child throughout the entire process, from apprehension to inquiry, aftercare, and rehabilitation. It is also responsible for ensuring the child’s access to legal aid through legal services institutions.
Furthermore, the Board is tasked with conducting at least one inspection visit to residential facilities for children in conflict with the law every month, providing recommendations for enhancing the quality of services to the District Child Protection Unit and the state government.
