CEA Unveils Phasing Plan for Flexible Operation of Coal-based Thermal Generating Units

The Central Electricity Authority (CEA) has announced the implementation of the “Flexible Operation of Coal-based Thermal Generating Units Regulations, 2023”. This will lead to optimizing the efficiency and sustainability of thermal power plants. This notification of the phasing plan is dated December 15, 2023.

The phasing plan was finalized after taking into account the inputs from stakeholders in the energy sector.

The approved Phasing Plan, detailed in the attached Annexure, lays out the following key points:

  1. Modification Period: Utilities are mandated to modify units within the stipulated duration outlined in the Phasing Plan.
  2. Shutdown Period: Utilities are granted a maximum shutdown period of one month for each unit, aligning with the specified duration in the Phasing Plan.
  3. Coordination with Annual Overhaul: Whenever possible, utilities are encouraged to synchronize the shutdown periods for upgradation/retrofit works with the Annual Overhaul (AOH) period.
  4. Coordination with Regional Power Committees: Utilities are required to plan shutdown periods for upgradation/retrofit works in coordination with the respective Regional Power Committees (RPC).

The Phasing Plan comprises five phases, including a Pilot Phase and four subsequent phases:

I. PHASE- PILOT

  • Duration: To be completed by March 2024
  • Units: 10 units with a total capacity of 5850 MW
  • Objective: Study, field tests, and retrofits for flexible operation, to be completed by March 31, 2024.

II. PHASE-I

  • Duration: July 2024 to June 2026
  • Units: 91 units with a total capacity of 51080 MW
  • Objective: Upgradation/retrofitting for flexible operation within a two-year period.

III. PHASE-II

  • Duration: July 2026 to June 2028
  • Units: 100 units with a total capacity of 46825 MW
  • Objective: Upgradation/retrofitting for flexible operation within a two-year period.

IV. PHASE-III

  • Duration: July 2028 to December 2029
  • Units: 101 units with a total capacity of 37215 MW
  • Objective: Upgradation/retrofitting for flexible operation within an 18-month period.

V. PHASE-IV

  • Duration: January 2030 to December 2030
  • Units: 191 units with a total capacity of 55767 MW
  • Objective: Upgradation/retrofitting for flexible operation within a 12-month period.

In the event that utilities find 40% operation of units older than 40 years infeasible during Phase-IV, they have the option to opt for a 2-shift operation through suitable retrofits, studies, and tests, with the duration of retrofits remaining the same.

This phased approach aims to enhance the flexibility and efficiency of coal-based thermal generating units, contributing to a more sustainable and resilient power infrastructure in India. The detailed plan provides a roadmap for utilities to systematically upgrade their facilities over the coming years, ensuring the smooth integration of flexible operational capabilities.
