CBIC notifies the procedure for Inspection of ICDs/CFSs/ AFSs.

The Central Board of Indirect Taxes and Customs vide its notification dated 8th October 2020 has decided to put in place a proper system for regular inspection of Inland container deposit (ICD)/ container freight station (CFS), which would ensure better functioning of ICDs/CFSs in future and would be great benefit to the importers and exporters.

Periodical inspections and remedial actions would also avoid these kinds of audit objections. It will bring accountability, standardization and better facilities for cross-border trading and in turn improve ease of doing business.

The board has issued the following directions:

The jurisdictional commissioner shall formulate a plan for the purpose of inspection before the start of the financial year and the inspection shall be carried out in the first quarter of every financial year and a report inspection conducted shall be submitted to the jurisdictional Commissioner of Customs with copy to the Chief Commissioner concerned in the on proforma.

The first inspection shall be completed by December 31, 2020 and after the inspection, remedial actions shall be taken for the deficiencies, wherever required.

Further the operations and records of the previous financial year shall be covered in the inspection and the ICD’s/ CFS’s that have not been inspected shall be inspected on the records for the period of last five years.
