Draft Electricity (promoting renewable energy through Green Energy Open Access) Rules, 2021.
These draft rules with regard to tariff propose that “The Tariff for the Green Energy shall be determined by the Appropriate Commission, which may comprise of the average pooled power purchase cost of the renewable energy, cross-subsidy charges (if any) and service charges covering all prudent cost of the distribution licensee for providing the green energy.”
Ministry of Power issues Guidelines for Encouraging Competition in Development of Transmission Projects.
In order to facilitate the smooth and rapid development of transmission capacity in the country as envisaged in the National Electricity Policy, inter State /intra State transmission projects, other than those exempted by the Central Government, shall be implemented through tariff based competitive bidding.
Mineral Concession (Amendment) Rules, 2021.
All mining leases granted on or after commencement of the Mineral Concession (Amendment) Rules, 2021 to a Government company or corporation for coal or lignite shall be for a period of fifty years and all subsisting mining leases shall be deemed to have been granted for fifty years or till 31st March 2030, whichever is later.

United Nations is set to convene a high-level dialogue in September, 2021 to promote the implementation of the energy-related goals and targets of the 2030 Agenda for Sustainable Development. The notification provides revised wholesale price per kilo litre including GST & Green Cess & Retail Price for superior kerosene Oil stands. The new maximum prices for different superior kerosene Oil stands shall be effective from June 1, 2021.

Andhra Pradesh Electricity Regulatory Commission (Licensees Standard of performance) Third Amendment Regulation 2021
The Licensees under the Andhra Pradesh Electricity Regulatory Commission (Licensees Standard of performance) Regulations shall submit a report to the commission on a quarterly basis indicating the cases in which compensation was paid or denied. The commission shall decide if the denial is proper or not.

Oil Companies shall sell Ethanol Blended Petrol with percentage of ethanol up to twenty per cent as per the Bureau of Indian Standards specifications, in the whole of the States and union territories.
Ministry of Power decides to set up a National Mission on use of Biomass in coal based thermal power plants.
The object of the national mission is to increase the level of co-firing from present 5% to higher levels to have a larger share of carbon neutral power generation from the thermal power plants and to take up R&D activity in boiler design to handle the higher amount of silica, alkalis in the biomass pellets.
