The Ministry of Road Transport and Highways notifies the Central Motor Vehicles (Eight Amendment) Rules 2020
The Amendment Rules stipulates for a minor change to additional safety measures required in relation to motor vehicles. The change is specifically in respect of the first – aid kit to be carried in a motor vehicle. The amendment now omits the requirement of carrying a tube of Feracrylum of 1% gel in the kit. However, a kit comprising of a tube of antiseptic cream containing 0.5% of Centrimide B.P. in a non-greasy base, sterilised dressings, sterilised elastic plaster, waterproof plaster, gauze and an elastic bandage for wounds and burns must still be carried in the vehicle.
Goa Registration of Tourist Trade (Amendment) Rules, 2020
The Goa Department of Tourism vide notification dated August 27, 2020, has published the draft Goa Registration of Tourist Trade (Amendment) Rules, 2020 applicable to Goa, Daman and Diu. The objections or suggestions to the said draft rules may be forwarded to the Director, Directorate of Tourism, 1st Floor, Paryatan Bhavan, Patto, Panaji, Goa, before the expiry of said period of thirty days from the date of publication of this Notification in the Official Gazette (August 27, 2020).
The government of Manipur has published draft Manipur Motor Vehicles (Pollution under Control) Rules,2020.
An application of grant of renewal of license for establishment and running of Pollution checking centre shall be made in FORM-1 along with a self-declaration in FORM-2 to the licensing authority.
The Government of Goa notifies the Goa Motor Vehicles (Amendment) Rules, 2020
This Amendment stipulates that as far as the procedure for transfer of permit is concerned, the concerned authorities will be Regional Transport Authority or State Transport Authority. Prior to this Amendment, the Rules only contemplated the Regional Transport Authority as the prescribed authority for the purpose of transfer of permits.
The Ministry of Petroleum and Natural Gas simplifies authorization for bulk and retail marketing of petrol and diesel
The Ministry by a resolution has simplified the guidelines for grant of authorization for bulk and retail marketing of Motor Spirit (Petrol) and High-Speed Diesel (Diesel). These Guidelines seek to increase private sector participation including foreign players, in the marketing of Motor Spirit (MS) and High-Speed Diesel (HSD).
Grace period for payment of motor vehicle tax in Andhra Pradesh extended till 30th September
The State Government of Andhra Pradesh on 1st August 2020 has extended the due date for payment of motor vehicle advance tax for the quarter ending 30th June 2020 and 30th September 2020, shall be paid on or before 30th September 2020.

The Authorized dealer can now deliver the cargo declaration in Form-VIA or Form-VIB and Form-VIIA or Form-VIIB or arrival and departure manifest in Form-VIII or Form-VIIIA, from 15th May, 2020 till 30th September, 2020.

Ministry of Shipping waives waterways usage charges to promote Inland water transport
The Ministry of Shipping has decided to waive waterway usage charges in order to promote inland waterways as a supplementary, eco-friendly and cheaper mode of transport. Charges are waived initially for three years.
