The Central Motor Vehicle (Draft) Amendment rules, 2021.

The Amendment is brought under rule 95 which deals with the size and ply rating of tyres in which the tyre designs falling under class C1, C2 and C3, as defined in AIS 142:2019, and as applicable, shall meet the requirements of Rolling resistance, Wet Grip and Rolling Sound Emissions, as specified in Stage 2 of AIS 142:2019, as amended from time to time.

Aircraft (Second Amendment) Rules, 2021

The amendment provides that It shall be a defense in any proceedings for contravention of or failure to comply with these rules that such contravention or failure is caused or happened due to factors or circumstances beyond the control of the person. The amendment also provides penalty for and procedure for compounding any contravention of the parent act.

The Central Motor Vehicles Draft Amendment Rules, 2021.

The Ministry through this draft has substituted the term Special Purpose Vehicle under rule 2(zd) which means a motor vehicle so constructed or altered to serve as a specific transportation requirement of goods and/or passenger transport.

The Sea Cargo Manifest and Transhipment (Second Amendment) Regulations, 2021.

The Amendment is brought under regulation 15 which deals with Transitional Provisions in which the authorised sea carrier shall continue to deliver the cargo declaration in Form III of the Import Manifest (Vessels) Regulations, 1971 and Form I of the Export Manifest (Vessels) Regulations, 1976, in the manner as was applicable before the commencement of these regulations, till 31st May 2021.

The Central Motor Vehicles (Sixth Amendment) Rules, 2021.

The amendment has revised the conditions to be satisfied for obtaining learners license under rule 11 in which, within seven days of submitting an application, every applicant for a learner’s licence shall complete a tutorial on safe driving, electronically on a Portal, either accessed by the applicant himself or with the help of a Facilitation Centre.
