DGFT clarification regarding applicability of PIMS at the time of import at SEZ/FTWZ /EOUs and further import into DTA
It is clarified that PIMS Registration shall be required at the point of import by a Unit in SEZ/FTWZ or at the time of import by an EOU of the items covered under PIMS.
Courier Imports and Exports (Electronic Declaration and Processing) Amendment Regulations, 2022
Amendment provides revised Conditions and restrictions shall be complied with for re-import of returned jewellery exported through the courier mode on an e-commerce platform.
DGFT exempts IGST and Compensation Cess for imports under export incentive schemes
IGST and Compensation Cess for imports as per the schemes were previously exempted till June 30, 2022 as per circular dated 1st April, 2022. This is provided as a further relaxation to to reduce the burden of Covid-19 pandemic aftershock as relief to MSMEs and other importers.
DGFT issues clarification on CHIMS.
Based on various representations being received from the members of Trade and Industry, DGFT has clarified that the CHIMS is also applicable for air/sea shipments. The CHIMS registration can also be made on the same day of arrival of import. Importer may include multiple products in one registration number. However, for each shipment, a separate registration number is required.
Customs Brokers Licensing (Amendment) Regulations, 2022
Each Customs Broker shall enroll himself as a member of the Customs Brokers’ Association at every jurisdiction he operates, if there is such an Association registered in the Customs Station, where the Customs Broker is operating and recognized by the Principal Commissioner of Customs or Commissioner of Customs, as the case may be.
DGFT amends Foreign Trade Policy condition to import water melon seeds
It is provided that water melon seeds can be freely imported till 30.09.2022.
Clarification regarding import of crude soya bean oil by Tariff Rate Quota Licensees
All imports of crude soya bean oil by Tariff Rate Quota Licensees shall be used for consumption or domestic processing. It cannot be exported before or after processing.
DGFT introduces the procedure for Global Authorization for Intra-Company Transfer of software and technology
The transferor shall submit application to GAICT through online SCOMET portal and End user certificate within 30 days of filing application. The transfer shall be based on a master service level agreement.
Relaxed requirement for submission of ‘Bill of Export’ as an evidence of export obligation discharge for supplies made to SEZ units in case of Advance Authorization
Exporters can submit corroborative evidence in lieu of ‘Bill of Exports’.
DGFT extends due date to file annual return
Fee for late filing of annual return shall be Rs. 5000 from the financial year 2022-2023 onwards.
