Revised process for online refund of application fees under FTP schemes
The Public Notice has published the revised process for online refund of user charges/penalty/other application fees for applying for schemes under FTP. The process for e-miscellaneous payments for any online/offline process where the direct online payment option is not available is also notified.

The proposed IFSCA (Capital Market Intermediaries) Regulations, 2021 (Intermediaries Regulations) inter alia provide for regulatory requirements in respect of registration, obligations and responsibilities, inspection and enforcement of various types of capital market intermediaries such as broker dealers, clearing members, depository participants, investment bankers, portfolio managers, investment advisers, custodians, credit rating agencies, debenture trustees and account aggregators.

DGFT amends the Merchandise Exports from India Scheme
As per the amendment, two ITC HS codes 30036000 and 30046000 have been included in the Merchandise Exports from India Scheme Schedule for products containing antimalarial active principles. The products are eligible for Merchandise Exports from India Scheme benefits for exports made in the period 01.01.2017 to 31.12.2020 at the Merchandise Exports from India Scheme rate of 3%.
DGFT introduces New Proforma (ANF) for filing applications for Revalidation of SCOMET Export Authorization.
The new ANF proforma will facilitate the trade and industry to file application for revalidation of SCOMET export authorisation. The request seeking revalidation of SCOMET authorisation may be filed 30 days prior to the expiry of authorisation.
Customs Brokers Licensing (Amendment) Regulations, 2021
The amended provisions provides revised procedure and timeline for surrender, revocation, expiry and renewal of license granted under Customs House Agents Licensing Regulations, 1984, the Customs House Agents Licensing Regulations, 2004, the Customs Brokers Licensing Regulations, 2013 or the Customs Brokers Licensing Regulations, 2018.
DGFT allows online submission of accounts of consumption and utilization of duty free imported/ domestically procured goods
The amendment allows the online submission of records of proper accounts of consumption and utilization of duty free imported/ domestically procured goods against each authorization, and proper accounts of import and its utilization.
IGST rate for re-import of goods sent abroad for repairs
It is clarified that re-import of goods sent abroad for repairs attracts IGST on a value equal to the repair value, insurance and freight and not on the entire value of goods imported.
