The Bureau of Energy Efficiency (BEE), with the approval of the Central Government, has released draft regulations for the certification of Energy Auditors, Energy Auditors (Building), and Energy Managers. These draft regulations were published on February 12, 2025.
These proposed regulations, titled “Bureau of Energy Efficiency (Certification of Energy Auditors, Energy Auditors (Building) and Energy Managers) Regulations, 2025,” aim to supersede the existing 2010 regulations and establish updated standards for energy professionals.
The draft regulations have been published in the Gazette of India to invite suggestions and objections from stakeholders. The deadline to submit this feedback is March 14, 2025. The BEE has announced that these regulations will be considered after the deadline.
Key Highlights of the Proposed Regulations
Unified Regulations
The proposed regulations consolidate the certification procedures for Energy Auditors, Energy Auditors (Building), and Energy Managers under a single framework.
National Examination
The BEE will conduct a National Examination for the certification of these professionals, which will be conducted in English. The examination details, including date, time, and location, will be announced through newspaper publications.
Eligibility and Application
Eligibility criteria align with the Energy Conservation (Minimum Qualification for Energy Auditors, Energy Auditors (Building) and Energy Managers) Rules, 2020. Applicants must apply online through a designated portal and pay the required fees. Specific paper requirements are set for each certification type.
Certification and Registration
Successful candidates will receive certification from the BEE. The BEE will maintain a register of certified professionals and issue identity cards.
Certifications will be valid for five years and renewable upon completion of a refresher course and assessment.
The BEE can cancel certifications for professional misconduct, misrepresentation, fraud, or failure to attend refresher courses.
Advisory Committees
The BEE will establish advisory committees to oversee the examination, technical aspects, and certification processes.
