The Bihar Labor Department has passed a notification dated 27-9-2019 which introduces the formula for Variable Dearness Allowance in the minimum rates of wages fixed/revised for the different categories of employees scheduled under the Minimum Wages Act 1948. It includes fixed rates for highly skilled, skilled, semi-skilled, unskilled and supervisory employees. The rates of Variable Dearness Allowance will be based on the average of All India Consumer Price Index on which the minimum rates of wages have been fixed/revised in the above scheduled employment.
The total rates of wages effective from 01.10.2019 for the various category of workers are as follows:
- Unskilled – 277.00 Per-day
- Semi skilled – 289.00 Per-day
- Skilled – 352.00 Per-day
- Highly Skilled – 429.00 Per-day
- Supervisory/Clerical – 7955.00 Per-month
The variable dearness allowance shall be fixed and granted according to these rates from October 2019 based on the average All India Consumer Price Index of the period January to June 2019. The variable allowance shall be revised every six months based on the period’s average consumer price index and same shall be made applicable within 3 months of the revision.
