Bihar Government Proposes New Minimum Wage Rates for Scheduled Employment

The Government of Bihar issued a draft notification on December 23, 2024, concerning the revision of Minimum Wage Rates for scheduled employment in Bihar, which will come into effect from April 1, 2025.

Key Highlights of the Draft Notification:

  • The Bihar Government has announced revised minimum wage rates for workers in scheduled employment, aligning these rates with the general employment rates, starting from April 1, 2025.

  • The notification applies to workers in various sectors including:
    • Sales Promotion
    • Domestic Workers
    • Papad Industry
    • Sailors
    • Agarbatti Industry
    • Safai Karamcharis

  • The revisions were made following consultations with the Bihar Minimum Wages Advisory Board.

  • Under the Minimum Wages Act, 1948, the State Government will also announce an additional variable dearness allowance twice a year, over and above the fixed minimum wages for workers in scheduled employments.

Legal and Procedural Details:

  • The revisions are made under the powers conferred by Section 3(1)(b) and Section 5(2) of the Minimum Wages Act, 1948.

  • The Governor of Bihar, after consultations with the Bihar Minimum Wages Advisory Board on November 22, 2024, has decided that the wages for workers in various sectors, including Sales Promotion, Domestic Workers, Papad Industry, Sailors, Agarbatti Industry, and Safai Karamcharis, will now be aligned with the general employment rates.

  • The notification specifies that the revised rates will be applicable to all employees in the specified sectors across Bihar.

Public Consultation Period:

  • A period of two months has been set for submitting objections or suggestions regarding the draft notification.

  • Those wishing to submit objections or suggestions may send them to the Labor Commissioner Bihar or by email at Icbihar@bihar.gov.in.

Implementation:

  • The revised wage rates, once finalized, will come into effect on April 1, 2025.

This notification aims to ensure that workers across the specified sectors receive wages on par with the general employment rates, contributing to fair compensation for labor in Bihar.
