Govt. of West Bengal notifies issue of trade license through the e-District portal
The Government of West Bengal has issued a notification regarding the service of Certificate of Enlistment (trade license) through the e-District portal instead of the Silpasathi portal. This notification was issued on 1st February, 2023 and is effective from 2nd February, 2023. The e-District portal will be utilised for this purpose instead of the Silpasathi portal until further orders and till the problems faced by the citizens in obtaining a Certificate of Enlistment (Trade License) through the Silpasathi portal are resolved.
Haryana Govt. releases payments due to impact of change in GST from 12% to 18% for construction works
This change in GST rates for were notified on 18th July, 2022. The present notification was issued on 3rd February, 2023. The net impact of the change in contracts where payments are to be made inclusive of taxes has been stated in a table attached to the present circular.
Veterinary Council of India (Procedure for recognition and de-recognition of Veterinary Colleges and Veterinary Qualifications) Amendment Rules, 2023
These Rules seek to further amend the Veterinary Council of India (Procedure for recognition and de-recognition of Veterinary Colleges and Veterinary Qualifications) Rules, 2017. These Amendment Rules were issued on 6th February, 2023 and are effective from that same date. The Amendment revises the qualifying criteria for organisations to apply for recognition of Veterinary College or a Veterinary qualification.
SEBI reviews Chapter IX of NCS Operational Circular
This Chapter is called the Green Debt Securities of the Operational Circular for the issue and listing of Non-Convertible Securities (NCS), Securitised Debt Instruments (SDI), Security Receipts (SR), Municipal Debt Securities and Commercial Paper (CP). This notification of review was issued on 6th February, 2023 and shall come into force for all issues of green debt securities launched on or after 1st April, 2023.
Securities and Exchange Board of India (Buy-Back of Securities) (Amendment) Regulations, 2023
In case of a buy-back through tender offer, the Board of Directors of the company may, till one working day prior to the record date, increase the maximum buy-back price and decrease the number of securities proposed to be bought back, such that there is no change in the aggregate size of the buy-back.

MCA extends timeline for filing forms on MCA-21 Version 3
Ministry of Corporate Affairs (MCA) has issued a general circular extending the timeline for filing 45 company e-forms and PAS-03 in MCA-21 Version 3. These extensions are provided without any payment of additional fees. This extension was notified on 7th February, 2023.
