Draft Agro Residue Utilization by Thermal Power Plants Rules, 2023
The draft rules seek to stipulate that all coal based thermal power plants of power generation utilities shall on annual basis mandatorily use minimum 5 percent blend of pellets / briquettes made of crop residue along with coal. These rules are sought to be made applicable to all the Thermal Power Plants Located in the Area falling in jurisdiction of Commission for Air Quality Management (CAQM) in NCR and Adjoining Areas constituted under “The Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021”.
Draft Papers on ‘Sustainable Development Evaluation Framework’ and ‘Approval and Authorisation Criteria’
These draft papers were prepared as part of the ongoing works of the National Designated Authority for Implementation of Article 6 of Paris Agreement (NDAIAPA). MoEFCC now seeks the comments of stakeholders on these draft papers.
SEBI Consultation Paper on Holding of Sponsor in REITs and InvITs
The consultation paper seeks to solicit public comments on the proposal to review norms with respect to Sponsor(s) REITs and InvITs. In this manner, it seeks to ensure alignment of interest between the sponsors and unit holders. These comments/ suggestion shall be submitted latest by 8th March, 2023.
DoT issues notice of Compliance to Amendments in Telecom Licenses for procurement of Telecommunication Equipment from Trusted Sources
All licensees are require to submit compliance reports on procurement of telecom equipment. The present notice directs all licensees to submit the compliance report on 1st day of January and 1st day of July of every year through Saral Sanchar Portal. The format of compliance will remain unchanged.

The Report contains an overview of the Telecom and Broadcasting sectors and a summary of the key initiatives of TRAI on regulatory matters with specific reference to the functions mandated to it under the Act. The Audited Annual Statement of Accounts of TRAI is also included in the Report.
Factories (Karnataka Amendment) Act, 2023 allows employing women in night shifts
The Act also allows the State Government to increase daily work hours from nine to 12, not exceeding 48 hours a week.
CBIC amends its Circular on Centralised Antecedent Verification of warehouse licence applicants
The CBIC has noted that the cases of centralised system of antecedent verification are facing unreasonable delays in certain field formations. Hence, it has inserted a clause in it Circular stipulating that “…antecedent verification must be completed within 45 days from the receipt of the application.”
CBIC amends its Circular to include details of Ex-bond Bill of Entry or Shipping Bill in Form A
CBIC by its previous circular had issued ‘Form A’ for capturing details relating to receipts, handling, storage and removal of warehoused goods. Form A has been amended by inserting a new column, i.e. Column No. 25A titled ‘Ex-bond Bill of Entry No. and dare/ Shipping Bill No. and date’
PCI extends Timeline for Submission of Online Application on PCI Portal by Existing Institutions for 2023-2024 Academic Session
PCI had by its previous Circular dated 2nd February, 2023 and Circular dated 8th February, 2023 required, inter-alia, that existing institutions submit their applications by 20th February, 2023. The PCI has now extended this timeline and provided a window from 21st February, 2023 to 27th February, 2023.
MoHFW issues Guidelines for Streamlining the Supply of Indented Medicines by Authorised Local Chemists
All ALCs are required to stamp ‘CGHS Supply not for Sale’ on ever medicine strip, pack, flap, bottle, tube, sachet, vial supplied to CGHS with indelible ink. CMOs I/C shall check the online indent before submission to ALC to ensure that non-permissible items and items that are available in the wellness centre are not indented. Additionally, the guidelines also increase the penalty for delay in supply or non-supply of indented items by the ALC.
