The Indian government has issued the “Air Cooler and Air Filters (Quality Control) Order, 2025,” mandating compliance with specific Indian Standards and the use of the Standard Mark for these products. This order aims to ensure the quality and performance of air coolers and air filters sold in the country. It was published on January 30, 2025 and has come into immediate effect.
Mandatory Standards and Mark
Air coolers and air filters must conform to the Indian Standards specified in the order and bear the Standard Mark under a license from the Bureau of Indian Standards (BIS).
Implementation Timeline
While the order takes effect immediately upon publication, there are phased implementation dates for Micro, Small, and Medium Enterprises (MSMEs):
- General (Large Enterprises): April 1, 2025
- Small Enterprises: July 1, 2025
- Micro Enterprises: October 1, 2025
Exemptions
- Products manufactured domestically for export are exempt.
- Products manufactured by “Udyam Portal” registered enterprises with limited investment (up to ₹25 lakh in plant and machinery/equipment) and turnover (up to ₹2 crore in the previous financial year) are exempt.
- Up to 200 units of imported goods for research and development (non-commercial use) per manufacturer per year are exempt, with record-keeping and scrap disposal requirements.
- Goods manufactured or imported before the order’s commencement by certified manufacturers or those who have applied for certification are exempt until October 31, 2025, provided they declare their stock to the BIS.
The BIS is the certifying and enforcing authority.
Penalties
Contravention of the order is punishable under the Bureau of Indian Standards Act, 2016.

The order covers the following products and their corresponding Indian Standards:
- Air Coolers: IS 3315:2019 (Evaporative Air Coolers – Desert Coolers)
- Air Filters: IS 17570 (Part 1):2021/ISO 16890-2:2016 (Air Filters for general ventilation)
This Quality Control Order is expected to:
- Improve the quality and reliability of air coolers and air filters available to consumers.
- Promote fair trade practices.
- Protect consumers from substandard products.
- Give a boost to the “Make in India” initiative by setting quality benchmarks.
