The Rajasthan State Pollution Control Board(RSPCB) vide its order dated 10th February 2020 has mandated e-waste manufacturers, dismantlers, refurbishes and recyclers to maintain passbook that is issued by RSPCB.
In addition to the above, the manufacturer/dismantler/recycler shall maintain records in Form -2 and file Annual Return in Form 3 under the E-Waste (Management and Handling) Rules, 2016 regarding every financial year before 30th June.
The following steps shall be taken for implementation of the passbook system.
- The passbook shall be issued by the state board along with authorization under the e-waste Rules for a period of 5 years with specific conditions that the segregated e-waste will be sold to registered recyclers only. The passbook will contain type and details of the e-waste permitted for procurement.
- At the time of renewal of authorization the original passbook must be submitted to the RSPCB for them to check the quantity and type of e-waste.
