The Central Electricity Authority (CEA) has published comprehensive guidelines for the usage and sharing of optical fiber cores in Optical Ground Wire (OPGW) and Underground Fiber Optic (UGFO) cables for power system applications. These guidelines were published on March 3, 2025.
The guidelines aim to establish a structured framework for the efficient and secure utilization of optical fiber infrastructure, crucial for the modern and rapidly expanding power sector.
The CEA has recognized the increasing importance of robust communication infrastructure in the power sector for:
- Seamless data exchange.
- Real-time monitoring.
- Reliable operation of power systems.
With the growing demand and multiple stakeholders involved in fiber usage, standardized guidelines were deemed essential to govern the sharing and utilization of fiber cores in OPGW/UGFO cables.
To address this need, a committee was constituted under the chairmanship of the Member (Power System), CEA, to formulate comprehensive guidelines.
- The committee, comprising nominated members from various sectors, developed the guidelines.
- The guidelines provide a structured framework for the usage and sharing of optical fiber cores.
- The list of nominated members and the Terms of Reference of the committee are included as annexures to the guidelines.
The guidelines aim to:
- Ensure efficient and secure utilization of optical fiber infrastructure.
- Facilitate seamless data exchange and real-time monitoring.
- Promote reliable operation of power systems.
- Establish a clear framework for sharing fiber cores among stakeholders.
The CEA has requested all utilities, Transmission Service Providers (TSPs), power system stakeholders, and users to adopt and adhere to these guidelines.
