The Food Safety and Standards Authority of India (FSSAI) has released draft amendments to the Food Safety and Standards (Vegan Foods) Regulations, 2022, introducing a new standardized form for vegan food export certification. This draft notification was published on March 3, 2025.
The proposed amendments, known as the Food Safety and Standards (Vegan Foods) Amendment Regulations, 2025, are now open for public feedback till May 2, 2025.
Key Proposed Changes
Standardized Export Certification Form
The amendment replaces the general phrase “the format as specified by the authority is accepted” in sub-regulation 3 of regulation 5 with a specific form, “Form I,” for vegan food compliance certificates issued by recognized authorities in exporting countries.
This form provides a detailed template for certifying that exported vegan food products meet the requirements of the FSSAI’s vegan food regulations.
The form includes sections for:
- Consignor/Exporter and Consignee/Importer details.
- Certificate and authority information.
- Product description, composition, and intended purpose.
- Declarations confirming compliance with vegan food requirements, including:
- No animal testing.
- Appropriate precautions to prevent contamination with non-vegan substances.
- Separate storage and production lines for vegan and non-vegan products.
- Proper cleaning procedures.
- Backward traceability of ingredients.
It also contains a place for the authorized officials information, signature, and official stamp.

The FSSAI is seeking objections and suggestions from the public on these draft regulations.
