Kerala Revises Working Hours to Protect Workers from Heat

The Government of Kerala issued notification regarding Summer heat – Reorganization of working hours on February 11th 2025.

As Kerala experiences a rise in daytime temperatures, the state government has issued a notification aimed at protecting workers from the intense summer heat.

The new guidelines will be in effect until May 10, 2025, ensuring that workers, especially those working in direct sunlight, are provided with optimal conditions to avoid heat-related illnesses and fatigue.

Key Features of the New Guidelines:

  • Revised Working Hours:
    The state has fixed working hours at eight hours a day, from 7:00 AM to 7:00 PM. This adjustment ensures that workers are not exposed to the harsh midday heat, which typically peaks between 12:00 PM and 3:00 PM.

  • Rest Period for Workers:
    All workers engaged in outdoor work during the day will be granted a mandatory rest period from 12:00 PM to 3:00 PM. This break will allow workers to avoid the extreme midday temperatures, reducing the risk of heat exhaustion and dehydration.

  • Shift Workers’ Adjustments:
    For those working on a shift basis, the shifts have been restructured to end by 12:00 PM and resume at 3:00 PM, ensuring that the workday is split during the cooler parts of the day.

  • Special Inspection Teams:
    The government has set up special inspection teams under the supervision of the District Labour Officer, Deputy Labour Officer, and Assistant Labour Officer. These teams will conduct daily inspections to ensure that the new working hours are adhered to, particularly in sectors where workers are most exposed to the sun, such as construction and roadworks.

  • Exemptions:
    The guidelines exclude areas located above 3000 feet above sea level, where temperatures are generally cooler and not prone to direct sun damage. These regions will not be subject to the revised working hours.

Focus on Worker Welfare

The decision to reorganize working hours during the intense summer months reflects the Kerala government’s commitment to the welfare of its workers. The construction and road construction sectors, which see large numbers of workers laboring outdoors, will be given special attention. The government’s proactive measures aim to reduce the risk of heat stress, ensuring that workers remain safe and healthy during peak summer conditions.

With these changes, the state hopes to set a standard for worker protection in extreme weather conditions, balancing the needs of the workforce while maintaining productivity.
