Government of Karnataka Issues Criteria for Recognition of First Aid Training Institutes for Factory Workers

The Government of Karnataka has issued a notification on January 8th, 2025, outlining the criteria for recognizing First Aid Training Institutes that will provide essential first aid training to workers employed in factories.

This is in accordance with the powers conferred under Section 45(3) of the Factories Act, 1948. The new guidelines aim to ensure that first aid training institutes meet the required standards to safely equip workers with first aid skills.

Key Criteria for Recognition:

Institute Registration:
The institute must be registered under any of the following acts:

  • Companies Act
  • Partnership Firm Act
  • Societies Act
  • Indian Trust Act (Charity Commissioner)

Trainer Qualifications:
The institute must employ at least one trainer who has the following qualifications:

  • A degree listed in the Indian Medical Degree Act, 1916 or the Indian Medical Council Act, 1956
  • A Diploma in Industrial Health (DIH) or AFIFI
  • A minimum of 5 years of training experience in First Aid.

Training Assistants:
At least two First Aid training assistants with medical knowledge must be present at the institute.

Space and Facilities:
The institute must have a facility in Karnataka that can accommodate at least 30 trainees at a time, with necessary furniture and infrastructure.

Training Fees:
The factory management should not be charged more than:

  • Rs. 1000 per candidate if training is conducted at the institute
  • Rs. 1200 per candidate if training is conducted at the factory premises.

Equipment for Training:
The institute must have the necessary equipment, including:

  • Overhead Projector, Sound System, Mannequins, Automated External Defibrillator (AED), etc.
  • Relevant books on first aid.

Syllabus:
The syllabus for the First Aid course is specified in Appendix B of the notification and includes topics such as:

  • Basic Principles of First Aid
  • Emergency Scene Management
  • Cardiopulmonary Resuscitation (CPR)
  • Wounds, Fractures, Burns, and Poisoning management
  • First Aid for Spinal Injuries, Electrocution, and Drowning

Registration and Renewal Fees:

  • Initial Registration Fee: Rs. 10,000 (non-refundable)
  • Renewal Fee: Rs. 10,000 (every 2 years)

Training Duration:

  • The training program must last a minimum of 3 days.
  • Upon successful completion, candidates will receive certificates valid for 3 years.

Inspection and Compliance:

  • The Directorate of Factories, Boilers, Industrial Safety & Health is authorized to inspect the training centers and the training programs.
  • If an institute violates the regulations, the Director can cancel the recognition with prior government approval.
