The Ministry of Agriculture and Farmers Welfare, through the Department of Agriculture and Farmers Welfare, has announced a significant update to the Fertiliser (Inorganic, Organic or Mixed) (Control) Order, 1985 on December 19, 2024.
The amendment aims to regulate Nano fertilisers more effectively by establishing stricter sampling and testing procedures to ensure quality control.
This Order may be called the Fertiliser (Inorganic, Organic or Mixed) (Control) (Sixth) Amendment Order, 2024.
Key Highlights of the Amendment:
Introduction of New Clause for Nano Fertilisers:
The amendment inserts a new clause, 28BA, specifying that Nano fertiliser samples must be split into three parts.
One part will be sent for testing to either Tamil Nadu Agriculture University, Coimbatore or National Test House, Ghaziabad.
A second part will be provided to the manufacturer or dealer.
The third part will be kept in the custody of the designated authority for safe storage.
Updated Procedure for Testing Nano Fertilisers:
A new clause 29(1D) has been added, which mandates that Nano fertiliser samples drawn by inspectors must be analyzed as per the procedure outlined in Schedule II, Part B at the designated testing centers: Tamil Nadu Agriculture University, Coimbatore or National Test House, Ghaziabad.
Updated Sampling Methodology for Nano Fertilisers:
Schedule II, Part A now includes detailed instructions for sampling Nano fertilisers:
Three samples must be collected from the same batch.
The samples are labeled with generic names, sampling date, and a unique code number.
These samples will be sealed in cloth bags with the inspector’s seal.
The samples will be handled in a secure manner: one will be sent for analysis, another will be handed to the manufacturer or dealer, and the third will be stored securely by the designated authority.
