The Ministry of Education has issued a notification on December 16th 2024 , amending the Right of Children to Free and Compulsory Education Rules, 2010. The new amendment is known as the Right of Children to Free and Compulsory Education (Amendment) Rules, 2024
Key Highlights of the Amendment:
Examinations and Promotion Criteria:
- Regular exams will be conducted at the fifth and eighth class levels at the end of each academic year.
- If a child fails to meet the promotion criteria, they will be given additional instruction and a chance to reappear for re-examination within two months after the declaration of results.
Holding Back a Child:
- If a child fails again after the re-examination, they will be held back in the same class (either fifth or eighth).
- During this period, the class teacher will provide guidance to the child and their parents, focusing on addressing learning gaps identified through assessments.
Monitoring and Specialized Inputs:
- The Head of the school will maintain a list of children who are held back, ensuring that the required specialized inputs are provided and progress is monitored.
Competency-Based Assessments:
- Both the regular examinations and re-examinations will be competency-based to encourage holistic development, avoiding an overemphasis on memorization.
No Expulsion:
- The rule also ensures that no child will be expelled from school until they complete their elementary education.
This amendment aims to improve the quality of education, providing more opportunities for children to succeed while focusing on their overall development rather than merely academic performance.
