The Haryana Government Labour Department on November 7th 2024 has issued a crucial notification to ensure that workers in the state can participate in the upcoming Bye-Elections without any work-related obstacles. Scheduled for 13th November 2024 (Wednesday), these elections will be held for several Assembly constituencies across Rajasthan and Uttar Pradesh. To support voters working in factories in Haryana, the government has introduced special provisions under the Factories Act, 1948.
Key Details of the Notification
1.Election Date and Constituencies Involved : The 2024 Bye-Elections will take place in the following constituencies:
Rajasthan:
67-Ramgarh, District Alwar
161-Chorasi (ST), District Dungarpur
Uttar Pradesh:
16-Meerapur, 29-Kundarki, 56-Ghaziabad, 71-Khair (SC)
110-Karhal, 213-Sishamau, 256-Phulpur, 277-Katehari, 397-Majhawan
2.The Need for Paid Holiday Recognizing the importance of voting, the Haryana Government has taken steps to ensure that adult workers in the state who are registered voters in these constituencies have the opportunity to cast their votes. The notification stipulates that no worker enrolled as a voter in these constituencies will be required or allowed to work on 13th November 2024, Election Day.
3.Exemption Under the Factories Act In line with the provisions of the Factories Act, 1948, the Governor of Haryana has exempted all adult workers employed in factories within the state from the operation of Section 52(1)(a) for the week starting from 10th November 2024 to 16th November 2024. This exemption ensures that workers will not have to work on the election day and can fully participate in the democratic process.
For workers employed in factories across Haryana who are voters in the specified constituencies, this means that they will be granted a paid holiday on 13th November 2024 to exercise their right to vote. The exemption is particularly important as it addresses the potential conflict between work hours and voting hours, ensuring that workers have no excuse not to vote.
