FSSAI Introduces New Draft Regulations for Primary Milk Producers

The Food Safety and Standards Authority of India (FSSAI) has introduced new draft regulations for primary milk producers. The FSSAI has issued the draft Food Safety and Standards (Licensing and Registration of Food Business) Amendment Regulations, 2024. These draft regulations were published on October 4, 2024.

The draft regulations seek to amend the Food Safety and Standards (Licensing and Registration of Food Business) Regulations, 2011. They aim to enhance the safety and quality of milk produced by small-scale dairy operators.

Key Provisions of the Draft Regulations

Primary milk producers must register with the FSSAI. The FSSAI may also digitize the registration process to streamline the procedure.

Hawkers and primary milk producers who are not members of dairy cooperative societies will be exempt from registration fees. This is in line with the FSSAI Order dated September 30, 2024.

The regulations outline specific requirements for primary milk producers, including:

  1. Maintaining clean and well-ventilated cow sheds, proper manure disposal, and ensuring clean water supply for animals and equipment.
  2. Implementing measures to prevent animal diseases, control drug use, and ensure the health of milking animals.
  3. Adhering to hygienic practices during milking, including cleaning equipment, maintaining cleanliness of milking areas, and using proper milking techniques.
  4. Storing milk in suitable refrigeration, ensuring proper sanitation of storage containers, and timely transportation to prevent contamination.
  5. Following proper cleaning and sanitization procedures for milking equipment and storage containers.

FSSAI has invited objections or suggestions from concerned stakeholders on the proposed draft amendment regulations. Such objections or suggestions shall be addressed to the Chief Executive Officer, Food Safety and Standards Authority of India, Food and Drug Administration Bhawan, Kotla Road, New Delhi- 110002 or sent on email at regulation@fssai.gov.in. The deadline for furnishing this feedback is December 3, 2024.
