The Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Electric Ceiling Type Fans), Amendment Regulations, 2024

On August 29, 2024, the Bureau of Energy Efficiency (BEE) announced significant updates to the regulations governing the labeling of electric ceiling fans. The new rules are called The Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Electric Ceiling Type Fans) Amendment Regulations, 2024, are designed to enhance transparency and provide consumers with more comprehensive information about the energy efficiency of ceiling fans.

1. Introduction to the Amendments

The Bureau of Energy Efficiency (BEE) has issued a notification amending the existing Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Electric Ceiling Type Fans) Regulation, 2022. These amendments, effective from the date of their publication in the Official Gazette, are part of the BEE’s ongoing efforts to promote energy efficiency and environmental sustainability.

2. Key Changes in the Regulations

A. New Label Requirements

Two new pieces of information will now be mandatory on the labels of electric ceiling fans:

  • Electricity Saving/Year (kWh): This metric will indicate how much electricity the fan saves annually compared to a standard or baseline model.
  • CO2 Emission Reduction/Year (KgCO2): This will show the amount of carbon dioxide emissions reduced annually due to the energy efficiency of the fan.

These additions aim to give consumers a clearer understanding of how their choice of ceiling fan impacts their energy consumption and carbon footprint.

B. Label Design Specifications

The regulations now include detailed specifications for the design of the labels:

  • Dimensions:
    • For Packaging: The dimensions of the label to be affixed on the fan’s packaging will be specified.
  • For Ceiling Fan Motor: Dimensions for the label affixed directly to the ceiling fan motor will also be outlined.
  • Colour Scheme:
    • NAVY BLUE: This color will be used for all fonts and the top of the Bureau’s logo.
    • GREEN: This color will be used for the bottom of the Bureau’s logo and the star filler.
  • Specimen Label: A complete specimen of the printed label for electric ceiling type fans will be provided, ensuring uniformity and clarity in labeling across all products.

C. Updates to Forms and References

  • Forms: All references to the old regulations in the forms will be updated to reflect the new amendment regulations. This change ensures consistency in documentation and adherence to the latest requirements.
  • Annexure Updates:
    • Annexure A–II of Form II: The specimen of the label to be affixed to the electric ceiling type fan will be revised to include the new information.
  • Annexure A–IV of Form IV: The specimen label approved by the Bureau must now feature a unique label series code, which helps in tracking and verification.

3. Impact on Stakeholders

For Manufacturers

Manufacturers will need to update their product labels to comply with these new requirements. This includes designing new labels that incorporate the additional data on energy savings and CO2 emission reductions. They must also adhere to the specified dimensions and color schemes to ensure uniformity.

For Consumers

Consumers will benefit from the added transparency provided by the new labeling requirements. The updated labels will make it easier to compare the energy efficiency of different ceiling fans, understand their potential impact on energy bills, and make more informed purchasing decisions. By highlighting both electricity savings and CO2 reductions, the new labels support environmentally conscious choices.

4. Public Participation

The BEE is inviting public feedback on the proposed amendments. Comments and suggestions can be submitted to the Director-General of the Bureau of Energy Efficiency. Stakeholders have thirty days from the publication date in the Gazette of India (September 28th 2024)

Address for Comments:

  • Director-General, Bureau of Energy Efficiency
  • Ministry of Power
  • 4th Floor, Sewa Bhawan, Sector-1, R.K.Puram, New Delhi-110066

5. Conclusion

The new amendments to the labeling regulations for electric ceiling type fans represent a significant step towards enhancing energy efficiency and environmental responsibility. By incorporating detailed information on energy savings and CO2 emissions, these changes aim to empower consumers and encourage manufacturers to adopt more sustainable practices. As these regulations come into effect, both manufacturers and consumers will play crucial roles in advancing energy efficiency and reducing environmental impact.
