Central Electricity Authority Issues Advisory on Transmission Line Safety

The Central Electricity Authority (CEA) has issued an advisory urging power transmission companies to implement proactive and comprehensive monitoring of their transmission lines to ensure public safety and prevent environmental impact.

This advisory follows a news report in Dainik Bhaskar and a Public Interest Litigation (PIL) filed in the Chhattisgarh High Court. Both the report and the PIL raised concerns about the induction/ electric field effects of high-tension lines, potentially impacting agricultural land and public health in Bilaspur district.

Safety Regulations and Best Practices

The CEA highlighted Clause 48(7) of the CEA Safety Regulations 2023, which holds owners of transmission lines exceeding 650 volts responsible for maintaining and operating them safely. This includes adhering to recommendations from manufacturers and relevant standards.

The advisory emphasizes the importance of rigorous and regular Operations & Maintenance (O&M) programs for transmission lines. Utilizing best practices in O&M can minimize the risk of induction or leakage currents, which pose safety hazards and affect operational efficiency. These measures should not only protect the infrastructure but also ensure the safety of people, wildlife, and plant life.

Call to Action and Reporting

The CEA advises power transmission companies to implement the recommended practices promptly. This will contribute to a smooth, safe, reliable, and efficient electricity grid while ensuring overall safety in the power system.

The CEA requests that companies submit action-taken reports or compliance reports to cea-eidivision@gov.in. By following these guidelines and reporting their actions, transmission companies can demonstrate their commitment to public safety and environmental responsibility.
