On July 31, 2024, PIB Delhi reported that to address consumer concerns about coal quality, the Ministry of Coal issued a Standard Operating Procedure for Third Party Sampling and Analysis at the loading point on November 26, 2015. This procedure mandates that coal sampling be performed by independent third-party sampling agencies (TPSAs). Additionally, Coal India Limited has been implementing third-party sampling through these independent TPSAs. This notification was published on July 31, 2024.

The initiative aims to ensure that coal quality meets standards and enhances transparency in the sampling process, thereby improving consumer confidence in coal products. The ongoing third-party evaluations are a key step in maintaining high-quality standards in the coal industry.
