After years of deliberations and consultations, the government has published a draft notification on the Western Ghats Ecologically Sensitive Area (ESA). This notification aims to protect the ecologically sensitive region spanning six states – Gujarat, Maharashtra, Goa, Karnataka, Kerala, and Tamil Nadu.
The Western Ghats is a biodiversity hotspot known for its unique flora and fauna. The notification identifies specific areas within the region that require stricter environmental protection. Activities like mining, new thermal power plants, and large-scale construction projects will be prohibited in these zones.
Key Points of the Notification
Area Coverage: The notification delineates the ESA boundaries for each state except Kerala, which had already demarcated its own ESA in 2013.
Activities Restricted: Several activities will be prohibited or regulated within the ESA, including mining, expansion of existing polluting industries, and large-scale construction projects. However, existing healthcare facilities and repair/extension of residential houses are exempted.
Phased Out Activities: Existing mining operations will be phased out within five years.
Stakeholder Input: The notification incorporates feedback received from various stakeholders, including state governments, during extensive consultations. Any person interested in making any objections or suggestions on the proposals contained in the draft notification may forward the same in writing, for consideration of the Central Government by September 29, 2024 to the Secretary, Ministry of Environment, Forest and Climate Change, Indira Paryavaran Bhawan, Jorbagh Road, Ali Ganj, New Delhi-110003, or at e-mail address: esz-mef@nic.in.
The Road Ahead
The government has emphasized that the notification aims to balance environmental protection with the needs and aspirations of local communities. Existing residents will not be displaced, and traditional agricultural and plantation practices can continue.
