The Ministry of Social Justice and Empowerment has notified Draft Rights of Persons with Disabilities (Amendment) Rules, 2024. These draft amendment rules aim at simplifying the process of obtaining disability certificates and Unique Disability IDs (UDIDs). These draft rules were notified on July 29, 2024.
Under the new rules, individuals with disabilities can apply for a disability certificate and UDID card through the UDID portal. The medical authority or designated medical body will then assess the disability and issue the certificate within three months.
To categorize the severity of disabilities, the rules introduce a color-coded system for UDID cards:
Additionally, the government has proposed changes to the following forms under the rules:
- Form IV (Application for Obtaining Certificate of Disability Persons with Disabilities)
- Form V (Certificate of Disability: In case amputation or complete permanent paralysis of limbs or dwarfism and in case of blindness).
- Revised Form V Covers Existing Form V and Form VII
- Form VI (Certificate of Disability: In case of multiple disabilities)
- Form VII ( Certificate of Disability: In cases other than those mentioned in Form V and VI).
- Form VII of Existing Rules Removed as it is covered under Revised Form V.
- Furthermore, Format of UDID Card Inserted in Revised Form VII.
- Form VIII ( Intimation of rejection of Application for Certificate of Disability)
The government has also introduced provisions for appeals against rejection of disability certificates and ensures online issuance of certificates.
These changes are expected to make the process more accessible for persons with disabilities and provide them with necessary documentation promptly.
