The Department of Telecommunications (DOT) on July 26, 2024, issued a notice for seeking stakeholder inputs on the DFC (Draft for Comments) of Indian Telecom Security Assurance Requirements (ITSAR) for embedded UICC (eUICC).
The Central Government of India has introduced important amendments to the Indian Telegraph Rules, 1951, mandating that all telecom equipment undergo prior mandatory testing and certification. This is part of the broader regulatory framework under Section 7 of the Indian Telegraph Act, 1885, aimed at ensuring the security and reliability of telecom equipment.
In December 2017, the Telecom Engineering Centre (TEC) released the Procedure for Mandatory Testing and Certification of Telecommunication Equipment (MTCTE). This document provides a structured approach to implementing the new rules, emphasizing that all equipment must meet Essential Requirements (ER), including stringent security standards.
The responsibility for defining and enforcing these security requirements falls under the National Centre for Communication Security (NCCS), which operates under the Department of Telecommunications. The NCCS’s Security Assurance Standards (SAS) vertical is tasked with drafting and finalizing the Indian Telecom Security Assurance Requirements (ITSARs) for communication equipment.
As part of this process, the NCCS is seeking input from stakeholders on the Draft ITSAR for Embedded UICC (eUICC). An online meeting will be held to discuss this draft, bringing together a diverse group of participants, including Telecom Service Providers (TSPs), Machine-to-Machine (M2M) service providers, application service providers, device manufacturers, Original Equipment Manufacturers (OEMs), prospective labs, industry bodies, and academia.
