New Draft Rules for Amateur Radio Operators: What You Need to Know

On July 24th , 2024, the Ministry of Communications (MoC) released a draft of the Telecommunications (Amateur Station Operator) Rules, 2024. These new regulations aim to update and streamline the framework governing amateur radio operations in India.

The Key highlights include the following:

1. Mandatory Certification

Under the new rules, individuals will need to obtain an Amateur Station Operator’s Certificate (ASOC) to install or operate an amateur radio station. Operating without this certificate will no longer be permitted. This certification ensures that all operators meet a standard level of knowledge and competence.

2. ASOC Categories

The draft introduces two categories for the ASOC: General and Restricted. These categories will likely reflect different levels of operational privileges and responsibilities. The specifics of these categories will be crucial in understanding what each type of certificate entails.

3. Application Process

If you’re interested in obtaining an ASOC, you’ll need to apply to the Central Government at least one month before the exam date. This advance notice is required to streamline the examination process and ensure adequate preparation time for applicants.

4. Importing Equipment

Good news for enthusiasts: ASOC holders will no longer need separate authorization to import amateur radio equipment. This change simplifies the process and makes it easier for operators to acquire the gear they need.

5. Operating on Ships

For those interested in maritime amateur radio, the new rules allow ASOC holders to request permission to install and operate amateur radio stations on ships registered in India. This expands the scope of amateur radio operations and offers new opportunities for maritime communication.

6. Educational Use

The draft rules also support the use of ASOCs for amateur radio activities in educational institutions. This means schools, colleges, and other educational entities can engage in amateur radio activities, promoting learning and interest in this field among students.
