TRAI Releases New Consultation Paper on Telecom Consumer Protection Regulation

The Telecom Regulatory Authority of India (TRAI), on July 26th 2024, notified the Draft Consultation Paper on the Review of Telecom Consumer Protection Regulation (TCPR) 2012. This move showcases TRAI’s commitment to addressing evolving consumer needs and preferences in the telecom sector.

Enhancing Tariff Choices for Consumers

One of the key issues addressed in the consultation paper is the availability of tariff choices. Telecom service providers have a significant role in offering a variety of tariff plans that cater to the diverse needs of consumers. Despite the widespread adoption of bundled plans that combine data, voice, and SMS services, there is a notable demand from certain consumer segments for more specialized tariff options. Many consumers, particularly those who do not use data services, are seeking voice and SMS-only packs. This demand highlights the need for telecom providers to offer more tailored plans that prevent consumers from paying for services they do not use.

Extending Voucher Validity Periods

The consultation paper also addresses the validity periods of Special Tariff Vouchers (STVs) and Combo Vouchers (CVs). Various stakeholders have advocated for extending the validity period beyond the current 90-day limit. Such an extension would enable the creation of packages with longer validity periods, better serving the diverse needs of the customer base. Longer validity periods could offer greater flexibility and value to consumers, especially those looking for cost-effective and long-term solutions.

Seeking Stakeholder Input

TRAI is inviting stakeholders to provide their written comments on the draft consultation paper by August 16, 2024, and counter-comments by August 23, 2024.

Stakeholders can submit their responses to Shri Amit Sharma, Advisor (Finance & Economic Analysis), TRAI. The comments and counter-comments will be made available on TRAI’s official website at www.trai.gov.in.
