DoT issues New Rules For Maritime Safety

The Department of Telecommunications issued a notification regarding the draft rules for the Telecommunications (Commercial Radio Operator’s Certificate of Proficiency to Operate Global Maritime Distress and Safety System) Rules, 2024 on 24th July 2024. These draft rules outline the framework for granting and managing certificates for operating the Global Maritime Distress and Safety System (GMDSS)
 GMDSS:
GMDSS stands for Global Maritime Distress and Safety System. It’s an international safety system that helps ships communicate in emergencies using radio and satellite technology.
The New Rules
Operation of GMDSS
Only people with a GMDSS Certificate can operate the system. There are two types of certificates:
General Operator’s Certificate (GOC)
Restricted Operator’s Certificate (ROC)
Eligibility for obtaining GMDSS Certificate
You must be an Indian citizen and at least 18 years old.
For GOC, you need to have completed 12th grade with Physics and Mathematics or have equivalent qualifications.
For ROC, you need to have completed 10th grade or have equivalent qualifications.
Application for the Certificate:
Apply to the Central Government and pay a fee of 1,000 rupees.
You will need to pass a written and a practical/oral exam.
Validity and Renewal:
A provisional certificate is valid for six months.
GOC is valid for 20 years or for a lifetime, and ROC is valid for a lifetime.
You can renew your GOC before it expires by meeting specific criteria and paying the fees.
You can apply for a duplicate certificate if you lose the original.
 General Rules for Certificate Holders:
Follow all terms and conditions set by the government.
If you receive any unauthorized messages, you must not share or use them.
Certificates from other countries may be recognized under certain conditions.
9. Suspension or Cancellation:
Certificates can be suspended or cancelled if rules are not followed or false information is given.
No refunds will be given for any fees paid, even if the certificate is suspended or cancelled.
A portal will be launched for all related processes, like applying for the certificate and checking exam details.
