The Central Electricity Regulatory Commission (CERC) has issued new regulations governing fees and charges levied by Regional Load Despatch Centres (RLDCs) in India. These regulations are effective from the date of publication and will apply for a control period from April 1, 2024, to March 31, 2029.
The regulations apply to fees and charges paid by various entities that use the electricity grid, including generation companies, distribution licensees, and inter-state transmission licensees.
Registration
Users must register with the relevant RLDC or National Load Despatch Centre (NLDC) at least 30 days before seeking grid access or availing of system operation services. Online application with specified information is required.
Registration Process
RLDCs or NLDC will acknowledge receipt of the application. Applications are scrutinized, and deficiencies are communicated within seven days. Incomplete applications are closed after one week if not rectified.
Upon successful registration, a written intimation is sent to the applicant. A list of registered users is maintained on the RLDC/NLDC website.
De-registration can occur for non-payment or termination of grid access/GNA. Re-registration is possible after resolving issues. Registered entities with name/legal status changes must inform the RLDC/NLDC for record updates.
Users
The regulations define various entities considered “users” for fee and charge purposes. This includes generating stations, captive plants, inter-state transmission licensees, cross-border entities, specific government entities, distribution licensees, and others using RLDC or NLDC services.
These regulations establish a framework for registration, user categories, and potential fee structures for accessing grid services and functionalities managed by RLDCs and NLDC.
