Stakeholder Consultation On Draft PSERC (MYT) Regulation, 2024

The Punjab State Electricity Regulatory Commission (PSERC) has issued a public notice seeking feedback on the Draft Punjab State Electricity Regulatory Commission (Terms and Conditions for Determination of
Generation, Transmission, Wheeling and Retail Supply Tariff) (4th Amendment) Regulations, 2024.
This initiative aims to streamline the existing Punjab State Electricity Regulatory Commission (Terms and
Conditions for Determination of Generation, Transmission , Wheeling and Retail Supply Tariff) Regulations
2022.
The draft regulation proposes adding a new definition for “Emission Control System” or “ECS” and allowing additional capitalization on account of any change in law including for ECS.
It includes the provisions for depreciation of ECS of existing plants, new plants where ECS date is after
commercial operation date, and plants where ECS date is after useful life and it also replaces time periods
related to billing, payment of charges, interest on working capital from 60/2 months to 45 days.
It also proposes to allow O&M expenses on ECS to be a maximum of 2% or actual of admitted capital
expenditure for ECS, escalated at 3.5% annually.
