Expanding Employees’ State Insurance Act, 1948: New Regulations for Municipal Bodies in Punjab

On February 27, 2024, the Government of Punjab, under the Department of Health and Family Welfare, issued Notification No. 1/792560/2024, amending the application of the Employees’ State Insurance Act, 1948. This legislative action, approved by the Ministry of Labour and Employment, Government of India, extends the Act’s coverage to additional categories of establishments across Punjab. This notification was published on June 21, 2024.

The amendment specifically includes municipal bodies such as municipal corporations, municipal councils, Nagar Palikas, and other urban local bodies under its purview. These entities, where ten or more individuals are employed on a casual or contractual basis, now fall within the Act’s regulatory framework. This expansion ensures that workers in these establishments receive social security benefits as mandated by the Act.

Previously effective in designated areas, this extension broadens the Act’s scope, aligning with the state government’s initiative to enhance social security provisions for a wider segment of the workforce. This proactive measure aims to safeguard the interests of employees and promote compliance with statutory norms across Punjab’s municipal entities.
