The Ministry of New and Renewable Energy (MNRE) has launched a new online portal to track the origin and Domestic Content Requirement (DCR) compliance of solar panels used in India. This portal has been launched in collaboration with solar PV manufacturing associations. This launch was published by a notice dated June 19, 2024.
Ensuring Domestic Manufacturing
The DCR Verification Portal aims to ensure that domestically manufactured solar panels are used in government-backed solar projects. This initiative supports domestic manufacturing and promotes transparency in the solar energy sector.
Traceability and Verification
The system utilizes unique serial numbers affixed to each solar panel, allowing for traceability throughout its lifecycle. MNRE will use this portal to verify DCR compliance for projects receiving government support.
Manufacturer Registration and Data Entry:
All manufacturers enlisted under the Approved List of Models and Manufacturers (ALMM) are required to register their facilities on the portal and start entering relevant data. This data will be crucial for future DCR verification.
Consequences for Non-Compliance
The notice emphasizes that the portal will become the sole mechanism for DCR verification. Manufacturers whose panels fail verification may face penalties as outlined in MNRE’s Order dated October 16, 2023.
