Understanding SIM Requirements in M2M Communications: A Regulatory Perspective

In recent communications from various licensees, concerns have been raised regarding the use of 10-digit SIMs in machine-to-machine (M2M) applications, specifically requesting exemption from end-user KYC requirements. The Department of Telecommunications (DoT) acknowledges these queries and wishes to clarify the existing guidelines. This notification was published on 14/06/2024.

According to the current KYC framework, SIMs intended for M2M communications must strictly adhere to the guidelines issued on May 16, 2018, with subsequent amendments. Effective October 1, 2018, licensees are authorized to issue only 13-digit SIMs for new M2M connections to M2M service providers. This regulation ensures compliance with national security measures and operational standards.

Therefore, all concerned authorities, entities, and system integrators are advised to align with the DoT’s KYC framework. It mandates that the issuance of new M2M connections must adhere to these stipulations without exception, ensuring consistency in regulatory practices across the telecommunications sector. For further information or clarifications, licensees are encouraged to refer directly to the official communications from the DoT. This clarification aims to maintain the integrity of M2M communications while upholding regulatory standards for the benefit of all stakeholders involved.
