Goa Government Proposes Amendments To Child Labor Regulations

The Government of Goa has issued a notification regarding the Goa Child and Adolescent Labour (Prohibition and Regulation) Amendment Rules, 2024. The notification was issued on June 13, 2024.

These draftamendment rules are titled the Goa Child and Adolescent Labour (Prohibition and Regulation) Amendment Rules, 2024.

The Key Highlights:

  • Renaming the rules to include “Adolescent” in the title and defining terms such as “Act,” “Fund,” “Inspector,” “Municipality,” and “Panchayat.”
  • These rules, introduce to raise public awareness about the prohibition of child labour.
  • Restriction for employment of children in certain occupations is omitted, allowing children to help their families without compromising education, under specific conditions.
  • Permitting children to work as artists under strict guidelines to ensure their safety and education.
  • Establishing procedures for the payment of amounts to children or adolescents from the Child and Adolescent Labour Rehabilitation Fund.
  • “Hours of Work,” will be replaced with a new rule stating that no adolescent shall work more than 5 hours a day in any applicable establishment.

Any Objections/Suggestions may be sent to Secretary (Labour) Department, Goa within 30 days from the publication of the notification
