The Karnataka Government issued a notification amending the Karnataka Compulsory Service by Candidates Completed Medical Courses Act, 2012. The amended rules are called the Karnataka Compulsory Service by Candidates Completed Medical Courses (Counselling, Allotment and Certification (Amendment) Rules, 2024. This notification was issued on June 11, 2024.
The amendments include the following:
- Added definitions of ‘Exemption‘ to mean exemption from one year compulsory service by candidates who have completed course and ‘Salary‘ means stipend as specified by the State Government.
- It inserts a Grievance Committee with specific members and responsibilities.
- It also details the process for assigning candidates to compulsory service, including exemptions and the role of the Nodal University.
- It details about prioritizing candidates during counseling based on various criteria such as serious illness, disability, widowhood, etc.
- It outlines the procedure for allotting places for compulsory service through computerized counseling, including penalties for non-compliance. For penalty, MBBS candidates are required to pay Rs. 15 Lakhs, Diploma candidates Rs. 20 Lakhs, MD/MS candidates Rs. 25 Lakhs, and Super specialty course candidates Rs. 30 Lakhs.
- The Competent Authority may grant permission to candidates selected for higher studies like MD/MS, DNB, Super Specialty, or Fellowship in universities established by law upon submitting an affidavit stating their commitment to fulfill the remaining part of one year compulsory service post-completion of the higher studies
- For the words “the university concerned to obtain Degree or Diploma certificate” the words “the Karnataka Medical Council to obtain permanent registration certificate” shall be substituted.
