MoCAFPD Issues Draft Rules On Moisture Meters For Cereal Grains And Oilseeds

The Ministry of Consumer Affairs, Food & Public Distribution (MoCAFPD) has issued Draft moisture meters for cereal grains and oilseeds Rules 2024 on May 30, 2024. These rules may be called as Legal Metrology (General) (Amendment) Rules, 2024.

The Eight Schedule following Part XI of these rules will include entries for “Part XII -Moisture meters for cereal grains and oilseeds.”

Under these rules, all moisture meters for cereal grains and oilseeds must be verified and stamped before sale or use. Additionally, existing moisture meters must also be verified and stamped within one year from the publication of this notification.

These rules apply to digitally indicating automatic grain moisture meters that directly display moisture content and outline the requirements for approval of grain moisture meters used in commercial transactions of cereal grains and oilseeds. These rules address the storage of measurement data, including authenticity and integrity requirements for legally relevant external data.

Each moisture meter must be marked with the manufacturer’s name or trademark, instrument type designation and serial number, and type/model approval mark. Instruments for moisture meters must meet specified software and security requirements, with clear documentation and protection against misuse and fraud.

Also Instruments shall undergo accuracy, repeatability, and reproducibility tests for all approved grain types at 2% moisture intervals under reference environmental conditions.
