In a bid to enhance efficiency and adapt to contemporary demands in the energy sector, the Andhra Pradesh Electricity Regulatory Commission (APERC) has introduced a new framework for the issuance of transmission licenses. Under this framework, applicants must adhere to specific guidelines outlined by the Ministry of Power, Government of India, as per the Standard Request for Proposal (RFP) for the Selection of Bidder as Transmission Service Provider. This notification was published on May 17, 2024.

The application process mandates the submission of requisite documentation, including an application fee and an affidavit, as per the prescribed format. Additionally, applicants are required to publish a public notice in prominent English and Telugu newspapers, detailing key aspects of their proposal. This notice should include information regarding the applicant’s financial and technical capabilities, management profile, and shareholding pattern.

Furthermore, to ensure transparency, the application and accompanying documents must be made available for public inspection at designated locations. The Commission reserves the right to scrutinize applications and request additional information as necessary to facilitate the licensing process. Overall, this streamlined procedure aims to foster a competitive and transparent environment for the development of intra-state transmission systems, in line with the objectives of the Electricity Act of 2003.
