The Government of Gujarat on 27th February, 2024 issued the “Gujarat Ports (Licensing of Persons Engaged in Loading and Unloading Vessels) Regulation, 2024.”These Regulations outline the rules and procedures for licensing individuals and entities engaged in loading and unloading activities at ports under the jurisdiction of the Gujarat Maritime Board (GMB).
The regulations cover various aspects, including the application process, issuance and renewal of licenses, criteria for issuance, requirements for licenses, duties and responsibilities of licensees, prevention of monopolistic situations at ports, imposition of penalties, appeals, and the power of the Vice Chairman and Chief Executive Officer. The Regulation also includes forms such as the application form for the issue or renewal of stevedoring license, vessel completion report, indemnity bond, and exemption certificate.
It outlines the requirement for licenses, including the application process, criteria for issuance of licenses, license categories, and the need for a non-refundable security deposit. The Regulations details the duties and responsibilities of licensees, including the provision of necessary equipment, safety measures, compensation for damages, compliance with regulations, and submission of reports. Additionally, it addresses the prevention of monopolistic situations at ports, the imposition of penalties, and the power of the Vice Chairman and Chief Executive Officer.
