Disability Rules Amended For Inclusive Access To Water and Sanitation

The Ministry of Social Justice and Empowerment has introduced amendments to the Rights of Persons with Disabilities Rules, 2017. These amendments aim to further enhance accessibility and inclusion for persons with disabilities and other population groups facing access challenges. These amendment rules were published on January 3, 2024 and come into force from that day.

The following were the key highlights of the new Amendment Rules:

  1. Guidelines for Accessible Piped Water Supply: This clause includes guidelines for accessible and inclusive piped water supply, catering specifically to persons with disabilities and other population groups facing access challenges.
  2. Accessibility Standards for Community Toilets in Rural Areas: The second added clause focuses on setting accessibility standards for community toilets in rural areas. These standards are detailed in the notification of the Department of Drinking Water and Sanitation, Government of India dated the 4th August 2023.

These amendments foster a more inclusive environment by addressing essential aspects of accessibility in water supply and sanitation facilities, particularly catering to the needs of persons with disabilities and those facing access challenges in both urban and rural settings.
